Someone who is only available via cellphone is indicating to their clients that their time is valuable - they don't want you to be calling them all the time or talking longer than is needed to get the appropriate information conveyed. But they are available if you have something important to discuss.
In my case, I don't want to talk to people on the phone unless it's urgent or unless it can't be done via email. I want people's communications to me to be to the point and I don't want to be interrupted by a phone call when it could have been dealt with via email. As a result, I get more work done in less time and that's better for both me and the client, it's a very simple equation. Don't assume that people who don't want you to call them are lazy or "don't take their business seriously" - it's just as likely to indicate that they are very serious about their business and are trying to limit the use of an inefficient communication medium.
