I've had no trouble typing macrons directly into the richtext editors
in Drupal. I hadn't checked for a TinyMCE specific module because it's
easy to type mācrōns on the keyboard. In OSX, enabling the Maori
keyboard in sys prefs => international will allow you to macronise
vowels with the option key. I'm sure other OSes make it similarly easy
to do - and this might make it easy for you and your staff to use
correct vowels in more places than just your website.

Seems odd to me that the http://research.elabs.govt.nz/macrons-on-the-net/
page doesn't suggest using builtin OS methods for entering macrons.

But that's not what you asked, so:

TinyMCE (and the Wysiwyg module which has superceded it) offer a
configuration screen where you can enable / disable the various
buttons etc that each richtext editor provides. Have you checked here
to see if the macron module is enabled there?

In Drupal5 with TinyMCE, admin/settings/tinymce (maybe profile/edit/1
from here?)
In Drupal5 with HTMLArea (aka FCKEditor), admin/settings/htmlarea/
toolbar
In Drupal6 with Wysiwyg, admin/settings/wysiwyg/profile/edit/1

If TinyMCE is working for you on D6, then don't worry about upgrading
just yet. Wysiwyg looks to be the supported approach going forward and
works fine for us on a number of client sites.
