You're thinking of http://code.google.com/p/wkhtmltopdf/ I've achieved excellent results rendering PDF from HTML using WKHTMLtoPDF. Great to have PDF output controlled via CSS, so you can very closely match what is on screen. That won't help you build the original report though...
