All the well known good ones seem to be written in Java.

Agata Report looks interesting, but you'll need to speak Portugese (or
use an on-line translator) to navigate their website. It seems to
allow custom functions to be written in php, so I suspect the whole
thing is php.

They claim it works in English.

Google Translate of their features page follows:

Agata Report is a report generator, multi-platform, a tool for
research and generation of graphics that connects to several databases
such as PostgreSQL, MySQL, SQLite, Oracle, DB2, MS-SQL, Informix,
InterBase, Sybase, or FrontBase and allows exporting reports in
formats such as PostScript, plain text, HTML, XML, PDF or CSV
(StarCalc, Excel).

Allows you to set levels of data, subtotals and grand total for the
report. Allows you to create documents such as letters and merge
dynamically with data from the report, and create mailing labels and
to generate the ER diagram of your complete starting database.
