I agree, I have been complaining trying to get microsoft to include
the html5 file api in IE9. This api rocks, and removes the need to use
flash to do anything more than select one file and upload it.

For example:
http://hacks.mozilla.org/2010/02/an-html5-offline-image-editor-and-uploader-application/
http://hacks.mozilla.org/2009/12/w3c-fileapi-in-firefox-3-6/

Firefox already had this working 3 months after the standard was
released last year, and chrome/safari have also implemented it.

As this won't be in IE9, it will be another 3ish years before IE10 is
out, so cross browser support of this api is more or less dead in the
foreseeable future.

The bug report is here (although you need to be logged into microsoft
connect to see it):

https://connect.microsoft.com/IE/feedback/details/581592?wa=wsignin1.0

The reply from microsoft is;
"Thank you for your feedback. We will take your feedback into
consideration in our ongoing efforts to improve Internet Explorer"

Sounds like marketing talk for were not doing it, and were not
discussing it.
