+1 for VirtualBox... Can't beat free. And at the end of the day, it virtualises 
Windows... what else does it need to do?? :o)

I have a Virtual Machine for:

WinXP / IE6 / FF2
WinXP / IE8 (which covers IE7 as well) / FF3
Win7 / IE8 / FF3

That pretty much covers me for the main players
