I think Charles (proxy software) lets you restrict bandwidth.

I have a rather heavy internal-only RIA and the customer is reporting
that a dropdown, which is filtered depending on which record they open
in the application, is not selecting the element that the saved data
is set to. The RIA is web based (PHP, MySQL and QooxDoo Javascirpt),
runs on it's own VPS, and has a finite number of users (10).
A little hard to explain the exact issue in writing, but we simply
cannot duplicate the issue here, where they can duplicate it daily.
Environments are similar. Browser and version are precisely
controlled. The problem is reported by all remote users, not just a
subset.
The only noticible global variable is internet connection. While we
enjoy 10-12 Mbs here, the customer is on more like 1-2 Mbs and have
told me that sometimes their general internet is not the fastest
depending on the time of day.
In the hope of duplicating the issue and narrowing down a resolution,
is anyone aware of a peice of software or procedure on a Windows XP
machine that will intentionally choke a connection speed?
