hi Aaron,

Whilst not a software solution, putting a small hardware device between
your workstation and the server might be the easier way to test.

Something like a Mikrotik routerboard device can do rate limiting of
traffic and costs less than $100.


The other approach is one of the various software methods of rate
limiting is if you're running a Linux server for the site itself.
