I am using IE9 and have tried it on two different computers my client is
using IE8 and was having the same trouble. I have also tried it with
IETester. Since then I have disabled all the css and javascript on that
page, still no luck.
 
The broken css file could be right as when it flashes the page is still
formatted even though all the css files are disabled. I have tried ctrl+F5. 
 
Is there another way to clear the cache?

Works just fine for me. I.E. 9.0.8112.16421

Perhaps you've got a broken CSS file stuck in your cache? Try forcing a
reload (ctrl+R or ctrl+F5? - can never remember which is which)
