Clearing the cache got it going and I found a broken link in a css file.

It works fine my computer (Windows XP) and IE7 as well as IE8. The only way
I figured out for me to really clear the cache in IE is to clear it manually
and then restart IE again. Otherwise I have had always trouble with that.

I am using IE9 and have tried it on two different computers my client is
using IE8 and was having the same trouble. I have also tried it with
IETester. Since then I have disabled all the css and javascript on that
page, still no luck.
 
The broken css file could be right as when it flashes the page is still
formatted even though all the css files are disabled. I have tried ctrl+F5. 
 
Is there another way to clear the cache?

Perhaps you've got a broken CSS file stuck in your cache? Try forcing a
reload (ctrl+R or ctrl+F5? - can never remember which is which)
