I've used CakePHP and Kohana. Starting out, documentation is going to be your friend, so you may want to consider a mature and well-supported framework with good docs.
>From the documentation perspective CodeIgniter and CakePHP look good. Symfony links to book rather than online docs. I know a lot of people love it but I found it a pain to install as it was very picky about the environment it ran under (just my experience). You could also use SilverStripe, which is a CMS built on an MVC framework - essentially this gives you an already configured admin area with user accounts and controls *and* an object oriented MVC framework the combination of which may save you some time if you can get up to speed fast enough.
