+1 for SIlverstripe

For rapid development you cannot challenge the speed of pumping something
out in Silverstripe and the added benefits of having an admin interface
already made saves a great deal of time.

If you feel like a large learning curve ZF2  + Doctrine make a good
combo... would not recommend for a less experienced php developer though.
