Risking turning it into my-framework-is-better-then-yours arguments but I'd recommend looking at Yii. I discovered it last year and has done several medium sized projects based on it.

It does have some early age problems which you may need to overcome initially (ie out of the box no way to have dev and live config), however once you have got it sorted Yii will do A LOT for your.

Super fast prototyping - need MVP done on a weekend? Easy.
Active record which is reused for form validation and rendering forms, widgets for all sort of things, Jquery & Bootstrap easily integrated,
convenient migrations system.

Also, it does not need too much reading/learning upfront however the more you read their docs the less you have to do by hand instead letting Yii do it for you.

It is not ideal, with reliance on activerecord could become ineffective in massive projects however I dont see anything better for small-mid size projects at this point.
