Clay, In short: yes. Each TRG member was asked to articulate about five of our top, non-user facing, pain points - today. When then rewrote the inputs into user stories and then each TRG member voted on the user stories. The list produced is a consensus of our top pain points sorted with rank order.
As you suspect, the list does not try to deal with sequencing although I not sure any applies in the case you suggested (i.e. #1 before #3). It is good to think about this critically, but for now we are just trying to achieve liftoff and get the basic process up and running. Over time we might choose to apply a different form of ordering.
