The OAE dev team is having a lively discussion about the status of the
current capability for deleting worlds, which has some issues that can not
be fully addressed for a 1.4 release, and for which several options have
been suggested.

I think the URG and TRG might weigh in on the right path.

My summary:

1) Deleting worlds capability is enabled in 1.3 and earlier.

2) Deleting worlds capability has issues where if a new world is created
that has the same id as a previously deleted world, it will inherit some
privileges/content from that previous world.

3) There is not enough time/capacity to fully address the issue for 1.4,
and so several options have been suggested:

3.1) Leave things as they are in 1.3 and earlier, where worlds can be
deleted, but the issues persist.

3.2) Disable the deleting world capability.

3.3) Ensure worlds have unique ids, including previously deleted worlds
(eg: present users with an error if they attempt to create a new world that
has the same id as a previously deleted world).

3.4) Another option not yet articulated.

There has already been discussion of more fulsome solutions, including talk
of how to properly clean up after a deleted world, soft
delete/recovery capabilities, etc, but those all would lie outside the
scope of the decision that needs to be made for 1.4.
