First, I should point out that my suggestion is intended as a pragmatic compromise based on this presentation of the current situation, not an attempt to describe ultimately desired functionality.
I think there is only one sensible path in this scenario. Allow world deletes and enforce unique id over both 'live' and 'deleted' sites. This way experimental sites and out of date sites can be hidden and prevented from cluttering up lists, but we avoid the accidental resurfacing of deleted content.
