Carl resolved this by documenting a task list for deployers at:
https://confluence.sakaiproject.org/display/KERNDOC/Configuring+Solr+Server

The key new step for 1.4.0 upgraders is that our Solr WAR downloads will 
need to be modified to include Nakamura's Solr JAR. It's not just 
configuration files anymore.
