Agreed. We are trying to have the affects version be as accurate as possible (i.e., if the bug was introduced during 1.4.0, the affects version would be 1.4.0, if the bug already existed in 1.3.0, it would be 1.3.0). Combined with queries that take the release date into account should allow us to get the metrics we're after.
