The point being that the identifier handling as implemented is per spec (as far
as I can tell), it's just not very useful for non-referenceable nodes.
If we believe this is insufficient (in which case I'd like to understand why)
we should indeed leave this issue open. Otherwise, we should close it and open
a new ticket once we decide we need stronger stability for these identifiers.
