I'd go with option 3, as the spec explicitly allows us to do that (identifiers
are not required to be stable before save) and it's the easiest thing to do
with the least extra overhead and complexity. Thus in the interest of YAGNI,
I'd keep options 1 and 2 as fallbacks in case we run into cases where such
tracking of transient moves is indeed needed.
