Hmm, it looks like we're overly aggressive in avoiding copying of Blobs. I'll 
add a check that a Blob copy is only skipped if the Blob being copied exists 
within the same SegmentStore. Otherwise we'll end up with the case you're 
seeing, where blobs are not being copied to a separate store.
