That would be ideal, yes. But I'm not so convinced about the similar amount of
effort, since with the fragment approach we can just update the Lucene version
whenever needed, but with the bundles each update would require checking all
the API changes and updating package versions accordingly. The latter should be
possible to automate and thus make easier, but we don't have such tooling yet
(see also OAK-1362).
