[~shgupta] I believe you will need a little context by looking at the parent 
issue OAK-1849. There is a discussion there.
bq. Datastore should be made shareable at Datastore level. Backend should not 
be concerned about it. This way you need not to have shared backend for every 
backend implementation.
Datastore is shared at hat level only. But to create named create artifacts 
there needs to be access to the underlying implementation.

bq. Patch is too S3 centric. what about shared fds.
That's correct, this issue is specific to only S3. FDS tracked via OAK-2495

bq. used a separate shared bucket to maintain states of DS. IMO, the shared 
storage ( either shared filesystem or s3 bucket) can be used to maintain bucket 
states.
Can you suggest how? I believe we will need have a way to not factor these 
artifacts when doing normal ds specific operations.
