Moved the commit value resolver logic to a separate class. It now also
considers the sweep revision when resolving a commit value. This avoids lookups
of previous documents on the commit root document. This is a precondition for
OAK-3711 and will allow the RevisionGC to remove more types of previous
documents that are older than the sweep revision.
