With http://svn.apache.org/r1791770 the head revision is now refreshed at least
once a minute, even if a cluster node is idle. This ensures, the head and sweep
revisions of idle cluster nodes are updated and will allow the Revision GC to
clean up previous documents that are older than those revisions.
