In r1800669 I replaced the usages of {{FileStoreStats}} (an implementation)
with {{FileStoreMonitor}} (an interface). With this commit,
{{o.a.j.o.segment.file.tar}} drops the last dependency on the rest of the
packages in oak-segment-tar.
