It is. TLS is not the only reason why 0.4 and 0.3 are not compatible
(although it is a good excuse ;) ). But if I remember correctly, the
only major thing that has also changed is the chunk handling during the
document synchronisation which is now chunk-based (chunks are coherent
parts of a document that a single user has written) instead of line-based.

I strongly recommend to develop against 0.4 although it *should* not be
too hard to make it 0.4-compatible. You may just use gnutls-cli to
connect to an obby-0.4 server and use it like telnet. To run it as a
server is somewhat more complicated but phil had it already running
once. He might tell you how when he is back (which is tomorrow, if I am
right).
