Cyclists by common law have the same right of access to highways and
bridges (freeways excepted) as drivers of other vehicles. This was upheld
in Alberta:
ELBOW VALLEY CYCLE CLUB v. MUNICIPAL DISTRICT OF ROCKYVIEW NO.44
(regarding a cycling ban on Springbank Road)
Court found that the bylaw factually discriminated against cyclists and
this discrimination was carried out with an improper motive of favouring
or hurting one individual or class of user without regard to the public
interest.
