Is there any earthly reason for Parks Canada to open all the doors on the Ottawa River locks. They leave the doors near the plaza bridge shut to hold in the canal for the winter. I can't understand why they don't leave of the lower doors closed to allow people and bicycles to cross over. The path behind the Hill is an ideal way to avoid going through downtown. Maybe CFSC can ask Parks Canada to leave one the doors open.
