For what it's worth, I used to know a teenage guy who wore shorts
year-round. He was very involved with running (on his high-school track
team), so I always figured it was some sort of runners' quirk. Who knows.
Of course, this was in Philadelphia, where the winter climate is somewhat
gentler than more northern climes...

degree weather with shorts on.  I think this must be a mental health case
and I feel sorry for his or her knees knowing the abuse this person's
inflicting on them.  Circulation is sometimes good enough to the leg
muscles to keep warm for a little while in cold weather, but the
circulation around the knee is very poor.
