Mountain Equipment Co-op (Richmond Road west of Churchill in Westboro) has a good line of cycling clothing of various types. Fresh Air Experience (on Wellington Street near Holland, less than 10 minutes by bike east of MEC) carries a reasonable amount of cycle clothing as well. Your OBC or CfSC member discount should work there. Otherwise, try your favourite bike store.
