Not exactly. The by-law required cyclists to ride in a single file. As a result of research and subsequent lobbying I did with the support of cycling groups including the OBC, it was rescinded back in 1994, so the by-laws are now silent on riding abreast as is the HTA. "What is not prohibited is permitted." Some police officers improperly try to prohibit the practice with "expanded" interpretation of other sections of the law, as in Peter Scott's case. I understand police officers have a broad amount of discretion in placing charges, and it's surprising this one would bother to lay a charge in the City of Ottawa's jurisdiction even though he has the authority to do so. If the Crown has to appear in court to argue against a not guilty plea, teh officer has to convince the prosecutor to pursue the case.
