unless you are in a 53-11, turning a cadence of 240rpm, doing 120+kmh, wheel balancing shouldn't be an issue on a bicycle.
More likely, would be a slight imperfection in the tire, poor mounting, or an out of round rim. I would suggest removing the reflectors (unless it makes you feel safer in the basement), checking the vertical roundness of the wheel, and removing air from the tire and reseating it.
