Any chance on getting cycling hats? As for people wearing worn out shorts, just say to them: "Did you know the back of your shorts are transparent?" That way you are not insulting them or telling them what to do, you are simply stating a fact. If they are self-conscious they will figure out that you just told them that their crack is visible and will probably retire the shorts.
