yes, libshout is installed in /usr/lib. i modified the makefile and config.h
by hand and the build succeeded. i've no idea why the check for the library
fails. i checked the entry points in the library and the one that it is
checking for is there.

i have icecast running. but you'll notice that it says the transmitter is
already running.
