FYI about shoutcast -- I was not able to get it to work at all.
I tried just about everything I could think of, and no matter what I changed
I had the same problem- obs would start and connect to shoutcast (shoutcast
even agknowledged a connection in the log) but then I would get
shout_send_data failed on the obs side, and then both obs and shout would go
to sleep.

I ended up installing icecast, and it works great. I even use both freeamp
and winamp to listen to it. I don't know what to say about your winamp
problems however, I installed the latest version of freeamp as well as
winamp 2.72, and both play the obs stream fine without modification. I now
use freeamp instead of winamp mostly just because it displays the title and
artist of the current song in the stream, but I because I downloaded winamp
first, I had used it for a while without any problem at all.
