both libshout.so.1.0.0 and libshout.so.1 are located in /usr/lib which is in
my /etc/ld.so.conf file so that is not the problem.  to be sure i ran
ldconfig several times and recompiled, etc. but no luck.  ?????????

If it's complaining about not finding libshout, determine where the 
libshout library is located.  If it's in /usr/local/lib as in my case, add 
that directory to your LD_LIBRARY_PATH environment or stick it in 
/etc/ld.so.config and run ldconfig to make it system wide.
