I've been hacking some stuff with Open WebMail and they have what seems to
be a very mature i18n/l10n implementation.  The changes would be extensive
(as I'm sure they already are) but you may want to look at how they are
doing it.  I haven't used anything but english, but the primary
development language is Chinese (I think), so it does that well anyway.
