Those metal boxes are to protect the padlocks, without the boxes
almost all padlocks and certainly the cheaper ones, can be easily
compromised e.g. with a brick or screw driver (I have seen dozens and
dozens broken padlocks in my time). They serve therefore a good
purpose and I for one would leave the boxes and look for another
solution.
