is anybody aware of the dog who yaps all hours of the night in either the first or second house from the top -across the dog park- in gordon st. i might be mistaken, but it sounds like neglect to me and in my book that is a crime. it has been going on for a week now and it only happens late at night. i have knocked on a few doors to no avail, but do not want to contact the SPCA and waste their time if i cannot verify animal abuse. please advise.
