The thing to do is to make a note of the dates and times that the dog cries
and then give these details to the SPCA inspectorate.  They will come around
and see the owner and give them advice on how to care for the animal and
also give them a warning.  If it doesn't improve after that, keep noting the
dates and times and contact the SPCA again with this information.  I'm sure
they would then be legally allowed to remove the dog.  Most definitely it is
afraid of the dark and needs the warmth and comfort of indoors.  The same
happened in our neighbourhood and this is what I did.

I've knocked there a while ago late at night.
A young girl (in her 20's) opened the door and looked surprised about
my complaint about her dog.
Her answer was that she can't get it to be quiet.
I suggested to her to take the dog inside her house.
The dog was silent then.

Again, I hear that dog every day and night... wha-wha-wha... wha-wha-
wha... wha-wha-wha...
Some people just do'nt realise how close they are to their neighbours!
