Jane,
I noticed that during the previous 24 months in response to articles in the
Tatler, owners who were named and shamed, cleaned up derelict properties in
Woodstock.
With the history and information you have accumulated regarding this
building and its owner I suggest you approach the Tatler to run an article
in their next issue. They have often used these situations as leader pieces.

Hi,

I have been going round in circles with this. After much nagging, the
building inspectors issued instructions for the owner to clean up and secure
the property. When he failed to comply he was taken to court. The last I
heard during his court appearance late in August he had stated it was his
intention to start "the slow and incremental demolition of the buildings on
the property in preparation for the development thereof."

When I queried with the building dept what exactly he meant by slow and
incremental they couldn't give me an answer. I got an idea about 10 days
later when two guys, who claimed to work for the owner, pitched and removed
about 7-10 tiles from the roof which they left lying on the ground. They
then left never to be seen again. My conclusion is that the owner is just
playing the system and has no intention of doing anything. 

Right now I think the only answer is if we band together as a community and
insist on action.

A month or two ago, we spotted a man on the grounds - when we approached him
(from the safety of our car of course) he said he was there on the owner's
instruction. Later that same day, and again the following day, there was a
big clean up on the property.
But nothing since and it's again looking worse than ever, with open bags of
rubbish facing out onto the street on the corner, and the gates wide open.
Of course vagrants come and go as they please ... spending the night I'm
sure!
Shall we take some photos for the 13 Oct meeting?

Let's hope there are cries of "Halleluja" soon.
I think this is a task that needs to spearheaded by the new OCA Chair,
Trevor Hughes.
Please contact him directly and let's move on with this.
Place it on the OCA agenda as TOP PRIORITY for next month's meeting on
13 October 2009, and invite Cllr. Thomas to provide solutions, not
answers.
I can warrant, without fear of contradiction, that if this eyesore was
next door to ANY councillor's home, be it Chapple, Kinahan, Watkyns,
Iversen, or Thomas, the problem would have been solved ages ago.
GodZille would have simply gone AAAARGH! and stomped on the building.
I suggest gathering some ammunition in terms of by-laws and names and
contact details of responsible officials (are there such things?) and
prepare for the battle.
The solution to this problem will be a milestone, nay, a Monument, in
the history of Observatory.
My two cents.
