I'm not sure whether dogs can be removed from folk who are unable to
care for them.
I was so upset watching the drunk bergie trying to undo the 'Spar
doggie's' leash today that I called for assistance from Spar
management who were fantastic i.r.o. re-directing the bergie.....
The bergie claimed the dog was his ("I found it in the street") but I
see this man around often (usually drunk) and have not seen him with a
dog before.
Besides.......in situations like this I will do my level best to
remove the dog.I was at the traffic lights under the N2 bridge once, when someone leapt out of a car (which had stopped for the red light), grabbed a puppy from a down-and-out whilst yelling at him furiously and leapt back into his car and drove off. No exchange of money. Which I think is by far the best. Purchasing dogs from bergies just encourages ongoing theft of people's dogs / pups / cats.
