You are absolutely correct. From a CID point of view the contract is clear - the guards are there for public open spaces only and not residential armed response. Co-operation between the two would be of obvious benefit but the same would go for any armed response company operating in Obs. If VS do decide to expand their services in Obs it would have to be under a different contract and with different staff.
