You are absolutely correct.  From a CID point of view the contract is clear
- the guards are there for public open spaces only and not residential armed
response.  Co-operation between the two would be of obvious benefit but the
same would go for any armed response company operating in Obs.  If VS do
decide to expand their services in Obs it would have to be under a different
contract and with different staff.

Any arrangements between the CID guards and the armed response guards would
need to be carefully managed.

It would give Vetus Schola a unfair advantage if they use patrol
vehicels paid for by the rate payers to do armed response work.
I wouldn't think that kind of overlap is allowed?
