Cape Times Tues 9 March states problem was finally traced to a Foreshore sub-station. Affected areas: Foreshore, Fresnaye, Observatory, Kraaifontein, Somerset West, Strand, Oakdale, Zeekoevlei and Noordhoek. A very strange geographical distribution from one sub-station..........
