Some ATMS require this (not necessarily the quickly part, but the removal of the card before transacting as a safety feature - the machines which swallow your cards - well there is no opportunity for whipp'ng (I don't like too many vowels in whip either!) then out - unless some sort of wire was attatched to the card..
