Subject: Woodstock police - alleged assault: the facts


Most CPF members will by now be aware of the stories in the news about the 
alleged assault on a bar owner in Woodstock by a member of the Woodstock SAPS. 
In case you are approached by any member of your organisation or community, I 
thought it would be opportune to supply you with the facts:


  a.. On Saturday evening 23 April 2011 members of Woodstock SAPS visited 
various liquor outlets in the Woodstock precinct as part of a planned operation.
  b.. "Dreams" was the third liquor outlet that was visited just before 
midnight. On arrival they found several unruly and fighting members of the 
public outside the premises. They then went inside and found that several 
patrons were apparently intoxicated. 
  c.. Apart from the drunk patrons, police found that the owner of "Dreams" 
contravened his liquor licence conditions in several other ways.
  d.. The bar owner was obviously not in control of the happenings and police 
took the decision to close down the premises and patrons were requested to 
leave. 
  e.. On further investigation the police also found drugs on the premises. 
  f.. The bar owner and several others protested against the closing down and 
they were subsequently arrested. Police members were apparently assaulted by 
patrons during these events.
  g.. While the bar owner was handcuffed, a police member allegedly hit him 
twice with his torch. 
  h.. The people who were arrested were taken to the Woodstock police station 
and released the next morning.
  i.. The events at the bar will be subject of an investigation and the 
contraventions of the liquor licence at "Dreams" will be reported to the Liquor 
Board in accordance with procedure. 
  j.. Up to today the bar owner has not opened a criminal case against any 
member of Woodstock police.
I would like to state separately that:
  a.. the alleged assault on the club owner by the member of Woodstock SAPS 
will be properly investigated by SAPS and disciplinary action will be taken 
against him. 
I furthermore would like to state the neither the management of Woodstock SAPS 
nor the Woodstock CPF condone any unlawful or inappropriate behaviour by any 
member of SAPS. The Woodstock CPF support the fact that the member is being 
investigated and that disciplinary action will be taken.
