Not sure about your question, are you worried about you being in a close
accident or that they were suspicious  suspects for a crime to happen?

In the latter case get hold of the telephone numbers of your local section
vehicles and station, put them in your cell and voilĂ  - hope for the best

Consider starting a network for your area www.turnitaround.co.za and tell as
many friends, neighbours about it. It gives you all the tools to alert
people. including a website taking the place of Google site, e-mails, free
SMS'es and twitter. It is a good start which may lead to a fresh
neighbourhood watch.
