<http://groups.google.com/group/obsnw?hl=en>who's responsible for laying a charge? - do the police determine what the charge should be after reading the docket? i've been told a charge of "public nuisance" is a nonsense "charge" laid on an overnight drunk who's released the next morning before even appearing in court.
