Not sure about the right answers. Normally the complainant will lay a
complaint/ charge but in this case he would do that next day (doubt whether
ever done).

It thus seems that the police arrest the suspect on a charge they feel
appropriate at the time and which has a change with the prosecutor.

In this case I addressed this matter to Lt Col Redelinghuys and have not
heard from him or SAPS since, but also asked also to be addressed in the
CPF and OCPSF

Under-reporting, not laying charges makes it difficult for SAPS but SAPS
inappropriate charges and follow up may lead to residents not co-operating
a loose loose situation.
